Time is an abstract concept anyway, relative to our position and speed in the universe, therefore it's the same as it is in that land that time remembered -non-existant. QED. I'm pretty sure that Stephen Hawkings would back me up on this, he usually does. In fact, he stole his best ideas from me. True story - you know I went to the opera on Saturday? Well Stephen Hawkings was there too. I think he may be stalking me.
So you are saying that in order to know the land that time forgot's time, I need to know it's position and speed in the universe? If so how do I go about finding this out? And what is this land that time remembered? Never heard of that. And yes, Stephen Hawking is probably stalking you.
It's simply whatever the time is at the time in the land, of course. (Duh!)
And I'm sure Doc Brown would back me up on this analogy...
If I was to forget about your website, I would still exist and your website would still exist.
So, if time forgot the land, both the time and the land would still both exist... therefore the time is whatever the time it is at the time in the land.
(And as just an after thought, who even said that "time" has a memory anyway!?)
